To use the Elemental Charge Mod in Destiny 2, you must pick up an Elemental Well, and the player becomes charged with light.
You can use two Mods for this. One Mod can create the Elemental Wells. Use the Reaping Wellmaker, Elemental Ordinance, or Elemental Light to make an Elemental Well. Once you make it, you can pick it up and become charged with light.
This is quite useful since it reduces the damage players must take when breaking their shields in combat.
You should have stacks of Charged with Light to make the damage reduction last longer. For that, you will need another Mod. Otherwise, you can only have a maximum of two stacks.
Use the Charged Up Mod, Stacks on Stacks, or Supercharged to increase the Maximum number of stacks you can hold to five.
