The fully upgraded Armor is the Solstice 2023 Armor. By completing all the objectives in the event, you can upgrade it.

When Is the Solstice 2023 Armor Available in Destiny 2?
The Solstice 2023 Armor will be available between July 18 and August 15 of 2023.
This Armor piece is part of the Solstice of Heroes event coming to Destiny 2 in 2023. Apart from the new Armor upgrade, there’s a brand-new Rocket Launcher, new guns buffs, and more.
There’s also a time-limited game mode for players to enjoy, so this game mode will only last for four weeks. This event is all about appreciating the efforts of Destiny 2 players in the game. Players can participate in Bonfire Bash that’s about to take place in European Aerial Zone.
The event has a weekly reset every week from July 18 till August 15. The unique thing about this Armor is that it can glow. But to get the glowing effect, you must upgrade it many times. If you don’t feel like grinding for it, you can pay Bright Dust or Silver to buy the glowing effect from the store.
The players will get buffs as part of the celebration, but these are only valid when playing the Bonfire Bash mode which is the limited-time mode for the event.
